Shen Bin said that at present, China's economy has shifted from a high-speed growth stage to a high-quality development stage. Especially for the steel industry, in recent years, with the tightening of safety and environmental protection standards, coupled with the increasing burden of local coal reduction and capacity-removal, it has put a lot of pressure on the production, operation and survival of enterprises.
Shen Bin believes that transformation and upgrading does not mean that it must change production and change. The ultimate goal of enterprise transformation and upgrading is to improve the development quality and efficiency of enterprises, so that enterprises have stronger vitality and competitiveness under the economic "new normal". Therefore, the transformation and upgrading of Shagang has always adhered to an important principle, that is, to carry out transformation and upgrading around the main steel industry and comprehensively enhance the comprehensive competitiveness of enterprises.

In order to improve the market share of high-end market, Shagang has continuously optimized its product structure and built the country's largest high-quality wire base, which has increased the excellent steel ratio to over 90%. Shagang products are widely used in Wufengshan Gongtie Bridge and CNOOC Dongfang Gas Field Submarine Pipeline. And other national key projects, as well as the "One Belt, One Road" national project such as the China-Laos Railway and the Croatian Pelješac Bridge.

In March 2019, the Shagang ultra-thin belt production line passed the performance appraisal and acceptance, which pioneered the industrial production of the ultra-thin belt production line in Asia.
